From v1.08 patch notes:
"Ship design files for reconstructions that are older than 20 years and not used by any ship will be automatically deleted, thus reducing the size of saved game files."
Could you reconsider this behaviour, at least for the player's files? At the end of the game they might want to make a summary of their designs, including ones long since scrapped, and such automatic file deletion can potentially get in the way and/or require workarounds like making additional backups mid-game etc. Ship designs are only few kBs each so it's not like deleting them saves all that much.

I can see your point.
Even though the individual ship design files are small, there are many of them, and with the frequent rebuilds to keep up with demands for AA etc the saves even if zipped will become 2 MB or more, which makes it impractical to post them on the forum. But I will think of some other way to implement this. Perhaps a compress function that auto deletes obsolete designs files for when you want to email or post a save or something similar.

While I've got no coding experience, could either of these options work? 1: Make it a togglable option, so each player can decide whether old designs are worth saving. 2: Place these old designs to a separate folder that can be removed from a savegame without impacting it.

Or in menu when game is being load have "export save". It will clear floder "export" and transfer whole folder less not needed files to another folder "export".

i personally like having all the ship rebuild files removed since they can't be reused in game anyways, so toggle option might be a good compromise

A toggle sounds sensible; ultimately the individual user will know best whether they want the extra free space, or their old files intact, and it's something hard to predict.
