when a ship has not fired up its engines and thus not built up any steam it should take far longer than it currently does in game before they are able to start moving
this is due to the fact steam has not built up
in ships where they slow down they have still built up steam but it does not go into the ships engines and is simply slowly released which means they can quickly start up again
with ships which have been sitting in harbour steam is at a 0 absolute low
in short
ships which have not used their engines even once during the battle will take twice or 3 times longer to start up
(this mostly effects japanese surprise attacks as currently enemy ships can go from 0-30 knots in less than half an hour which is extremely unrealistic and results in the enemy moored fleet suddenly springing to life in 2 seconds be damned torpedo nets or litterally anything else)
