1.09 Bug: ships that exceed their design speed and rebuilds

When a ship is built that exceeds it's design speed, i.e., a BC that is spec'd at 31, but gets delivered at 32 speed, when undergoing any kind of 4 month refit, say for upgrading the Fire Control, when done, the ship reverts back to the spec's 31 speed and loses it's speed advantage. 

That to me is a bug. I can understand if replacing machinery or perhaps changing it's overweight amount, from, i.e., slightly overweight to overweight, that'd do it, but simply changing out a few AA guns, or upgrading a Fire control or a refit on a Gun class 0 to class 1, all that, as long as the overweight of the ship didn't change, should not revert the ship's speed.

Also should work in the other way, when a ship is delivered that has slower than expected speed, only a weight class shift or replacing machinery should alleviate this, but I haven't tested if a basic rebuild does in fact do this.

Edited 1.08 Title to say 1.09 as bug has been confirmed in latest build. Basic Rebuild of a few of a class that had exceeded it's design speed at 32. Got them back after the rebuild at 31. This really pisses me off. Like adding an elctro optical fire control would slow the ship down? What kinda **** is that?

I tested this on a design that did NOT make it's design speed of 32 and was delivered as a 31 speed ship. I sent it through a 4 month rebuild similar to the above having an AA gun upgrade and it was still delivered as a downgraded speed 31 ship.

So basic rebuilds will downgrade a ship delivered at a higher speed to it's spec'd speed, but a ship delivered that can't make it's spec'd speed and is downgraded to a slower ship will not get it's speed raised by a basic rebuild.

Intended behavior is that a basic rebuild, as long as overweight classification has not changed, should not affect the speed of a ship. But instead of this, basic rebuilds downgrade any ship that exceeds it's design specification. So that's bugged.

I have similar experience but not verified it. It happened on my very fast capital ship.
