As France, I chose 4 BB's to 'Build at Yard in' USA to get Electro-Optical Fire Control, which I don't have, rebuilt the engines, upgraded turret top armor, slightly lowered main gun ammo count, upgraded secondary gun quality and added more medium AA guns. But after agreeing to the 14 month overhaul and all that, the Ship Under Construction tab said the Builder was Local Yard. It should say USA.
Edit: I also think these ships were originally built in the USA. But I know for a fact I don't have electro optical fire control. So I shouldn't be able to build them locally.
Edit2: This happened to several different classes of BB's some that were not made in the USA. I added electro optical FC and had to select Build at Yard in USA to get it, as no other nation has that FC, and they built locally.
