I mean unready as in unfueled and unarmed. When you select a level of CAP it launches a fraction of availabile fighters to orbit, based on a formula I don't understand. The remainder of the fighters stay in the unready status and are unassigned until they are given the command to launch. There is no such thing as scrambling in the game, no alert crews or Ready Five or the like. How it should work is that you set the number of aircraft assigned to CAP and a fraction of those should be launched to patrol and the remainder held in various states of readiness, like Ready Five (ready and spotted) and Ready Fifteen (ready but not spotted) and such, to be scrambled as necessary or replace patrolling aircraft when they approach bingo fuel. Well, then there is a problem. All flyable aircraft are supposed to be fueled, armed and engines checked, control services checked, oxygen systems checked etc. Engine oil temps should at least 40 centigrade on US radial engines. Radios should checked on all channels. When enemy aircraft are detected, all this must be completed and the aircraft on ready.

They shouldn't necessarily be fueled and armed in all cases. Unless they are assigned to CAP you don't know what to arm them with, and having fueled aircraft with bombs on the wings around could be a liability.

No, if the plane is operational, it will be fueled and armed. Only non-operational aircraft damaged or awaiting parts will not be armed and fueled. The reason is that you might have to abandon the field and if so, the planes have to be able to go quickly.

My Taranto is in the right place. Not sure what you are talking about. Of course, with the Romans there could be several. Maybe you are talking about Taranto the Younger, or Taranto the Youngest, or Taranto the Youngester. Somebody should have put their foot down "You can name your son Scipio, but he has to be a carpenter something, anything but a general".

In reality about 20-30% of all planes was down for longer term maintenance in most circumstances. Planes would be in various degrees of readiness and planes would be of performing a range of different types of missions. In reality you would be lucky of you could get 30% of the planes in one area to launch and be in the air at the same time. There also would be a very limited time you could sustain this as pilots wear out relatively fast while on active duty, even if they are not constantly flying, even worse if they are in the air allot.
Now, this obviously does not fix anything in the game but it is important to understand that intelligence is the number one reason for an effective CAP. If you need to dedicate 10% of the planes for scouting you might only be able to scramble about 20% during an actual attack if you detect it in time. This is why radar was so important as you could free up planes from the spotting duty to be mostly reconnaissance duty and an actual intercept role.
Real life is and was allot more nuanced and different from what a game usually can portray accurately, so mechanics that simulate these facts on a more abstract plane is great... but they then need to communicate some feedback to the player why only a small number of planes are able to intercept a particular attack.

My Taranto is in the right place. Not sure what you are talking about. Of course, with the Romans there could be several. Maybe you are talking about Taranto the Younger, or Taranto the Youngest, or Taranto the Youngester. The base at Taranto is in the SE corner of Italy, specifically Apulia, Italy. Latitude 40.42, Longitude 17.25. In fact, she is on the inside of the boot, located on the Golfo Di Taranto. My grandmother home town is located about due north in Bari.

You are talking about the location description in the coastal fortifications list being wrong, not the placement of the base on the map. My mind reading powers don't seem to be of sufficient strength to function over an internet connection, I must exercise them more.
