1) Does the number of ships in construction affect their due date? For example, if I have one ship under construction will it be completed sooner than if I have 10 ships in queue?
2) I don't understand the conning tower graphical interface, can you delete your drawings? I would suggest just having a generic superstructure list that you can choose from and have the ability to move it around the ship
3) Which is "better", an 11 inch gun (rated 0) or a 12 inch gun (rated -1). I'm guessing the advantage to the 12 inch gun is range. Any other advantages?

The 12" (-1) probably has a similar or shorter range than the 11" gun. Pen and damage would be higher on the 12" gun though.

Quick add to this about drawing superstructure - how do you actually do this?...it seems very temperamental to me in that it sometimes draws a line when I click and sometimes it doesn't....

I tend to draw everything myself. Here's a little guide about how to use it; First thing to note is that the panel at the bottom consist of two different section - the first number, the 'oval' tickbox, the '...' button, and the 'x' button are for funnels only. The 'St1-4' buttons, second numbers, and 'line' tickbox are for the structures. Firstly, structures - you can have up to 4 different structures (basically just sets of lines) per ship. These correspond to 'St1' thru 'St4'. They are also 'layered', so St4 will show above St3, etc. When you click on one of these, it will remove the current drawing for that button. After this, if you click on the left side of the ship, you can place up to 12 points with left click. The current number of points is shown in the number display. When you right click, it will 'complete' the current drawing, and mirror it onto the other side. At this point, if you have 'line' unticked, it will also connect the starting and end points, a fill it with a gray colour. If you have 'line' ticked, it will only connect the end points, and and not fill in the area. This can be used to make raised decks and the like. Secondly, funnels - these are placed with the '...' button, and then clicking on the ships centerline. Unlike structures, clicking the '...' button does not delete the existing funnel - it is only moved when you click on the ship. To outright remove a funnel, just click on the 'X' button. The number display here shows the coordinates of the funnel, and can be used to make your spacing even. The 'oval' tickbox just changes your funnels from a round shape to an oval one, though you will need to replace them to see it.

Just to check I started a new game, scrapped everything already under construction and ordered a single battleship. It said 28 months to completion. I advanced a month and added another battleship to the shopping list. I now had two battleships under construction - one due in 27 months, and one in 28.

Its too bad there isn't a way to rush a single ship (at the cost of everything else) to the extent Fisher did Dreadnought. You can rush ships, but not to that extent!

It would be nice to be able to farm out a ship for foreign construction in the Build Ship window rather than having to go through the Design Ship and 'save design' route....it seems an overly awkward way of doing things. Something like this....?

Problem with this is that foreign built ships benefit from the technology of their builder, which means CA built in the UK might be 500t lighter than a comparable one in Japan, or even use tech like heavy wing turrets that aren't available yet. Therefore it seems necessary to link the design with the builders from the start, rather than as an afterthought.

I would suggest just having a generic superstructure list that you can choose from and have the ability to move it around the ship If you hit autodesign it'll draw you a superstructure and then you can customise the ship how you like. I sometimes draw a superstructure, but mostly I let the game do it itself.
