IIRC, it makes the player's naval budget even more variable than it already is.

What do you mean variable? As in it will go up and down inexplicably irregardless of events or tension changes?
Edit: I ask because I'm seeing some weird budget numbers not responding to tension levels... But when I reloaded the game the budget corrected itself.

It increases the frequency with which you get "The [LEADER] has read a book extolling the virtues of [SHIP TYPE] warfare. He believes that [SHIP TYPE] will be the key to future naval wars. He wants you to build at least new [SHIP TYPE]s."-type events.
