Unfair AI?

I've been searching the forums but I can't seem to find answers. So far I've played as AH, CSA, and Germany and all have encountered the same issues: The AI seems to have tech far beyond my capabilities even at 12% of my budget.
My main two areas of research (High priority) have been Torpedoes (which I don't think fire fast enough, I literally have my destroyers circle battleships but refuse to launch their torps), and gun mounts. Then between 1907-1913 my enemies keep building ships with Triple turrets, and their CLs have DOUBLE above water torpedoes. When I set those two exact researches to High and everything else to low!
I love this game to death but i have absolutely no idea how this keeps happening. Anyone have an explanation?

I love this game to death but i have absolutely no idea how this keeps happening. Anyone have an explanation? First, forget the term (AI). This is a computer program with subroutines. It runs the main executive loop (my words), hits a decision point, then weighs the numbers then heads down that new path. It probably uses specific libraries or Dynamic Link Libraries. IT DOES NOT THINK... REPEAT IT DOES NOT THINK. As well as this game is programmed, and it is excellent, it is not an emotional human being, it is a set of routines basing their decisions on numbers and historical examples(maybe) programmed into it. Now, I beat GB, France, US, in fact all the nations with one strategy..... submarines, torpedoes and raiders. It works everytime, even if I have lost a lot of points in a battle. In one game playing as Germany, I ended up almost 10,000 points behind fighting England and France. But I used my ships, at least the larger one and submarines to execute trade war. It worked, both nations surrendered and I won the war. Remember that you need a three to one advantage in military operations, tactical operations or battles, to win. If the ratio is one to one, you are probably in trouble. I try to avoid fleet battles like the plague. Attack convoy's to gain points. I will tell you that my way of fighting is boring..... but it works everytime.

I think it is not the AI advantage in research, it's the way how auto design works for computer. I found sometimes, that I can't build the autogenerated ship at any shipyard in the world, as some techs are unavailable (B mount for CL, or double DD mounts as the example). But computer Powers have less restrictions for some reason, so they build such designs freely. Good thing is, this advantage is not enough to beat Player

If you play A-H, CSA, it is normal you are behind in technology as you choose nations with lower budget.
With Germany it is strange, you must doing something wrong as only UK and USA has higher budget.
You can compare your level in technology mainly by: - checking almanac and see nation data where at the bottom is some information - open design ship, change shipyard to foreign one and try to compare their design with your
Related to AI builds triple turrets, CLs have double above torpedo mounts, the first technology is 1908 year, the second one 1912. I am not sure if there is still bug that sometimes AI builds AA guns and above torpedo mounts earlier.
If you set your research priorities in high in 2 areas and rest to low, you put some effort in 2 fields with diminishing returns. Certain technologies has year of usual invention and if you reserach them in advance, you get penalty to research points generated.
Certainly AI is not cheating, however there can be still bug.

Also note that double tubes tech is in "light forces" and not "torpedoes". Torpedoes techs improve torpedoes themselves in terms of range and speed, but better launchers and larger DDs are in light forces category. Also the ability to build triple turrets on CLs is in "ship design" category. (while doubles are in turrets category).
