"The time until a ship becomes obsolete will now increase to 12 years after 1935 and 14 years after 1945."
Does this mean that ships built in 1922 and 1932 will become obsolete in '34 and '44 (respectively), and then magically un-obsolete again a year later, or will they remain obsolete once they've initially been marked so?

If I understand that correctly, ships built or rebuilt after 1935 become obsolete after 12 years (so 1947 earliest) and ships built or rebuilt after 1945 become obsolete 14 years later (so 1959 earliest)

I am not sure if it works for rebuilts or new ships only. Someone would have to confirm.

It would be both.
