What does it mean when I don't have enough support bases for fleets on an area? Will the ships cost more to maintain? Repair slower? Thanks!

I think that the answer to my question is: crew quality degrades, and break downs can happen.
I would be quite interested in better understanding how severe that penalty is, and whether there are good ways to offset it (for example, does increasing the 'range' of a ship help with this)?

Yes, and your ships also cannot repair until there is support available. If you send out a force into an area with 0 base support, and a ship suffers a breakdown, that usually means that it will get interned or scuttle on the next turn.
Ships build for long range have much less penalty on them and will degrade very slowly. I think ships with "extreme" range basically have almost no penalty at all.

Just ran through a few games as USA and some questions on Support: I keep getting messages there is not enough support on the USA West Coast, I only have a BB and a CL and a few DD`s there ?

I think there are bugs with "not enough support" I was getting the same thing in one of my USA games. Owned Sicily (base value 25) and had a small squadron in the Med. (value 18). Had a raider based on the east coast scuttle for lack of fuel. Not sure how to get around it atm.
