Seriously, why can I not design a ship with 17000 displacement when my current displacement is 14500 and I will have at least 17,000 dockyard capacity in 3 or 4 months? Surely the naval planners and designers can take this into account and have their brand new battleship design or any design for that matter ready to go because by the time the design is done, more capacity will be available at the dry docks.

Ya, kinda bothers me too. I’d like to at least be able to design it. Give us the big NO if we try to build it and don’t have the dock size.

Particularly in the early game a jump from 15,000 to 17,000 means a lot for secondary features, speed or cheese widgets.
I imagine in real life it is more like the suggestion of ship designers poking at the dock yards to see that the yards get big enough to handle the design.

It does seem a bit ahistorical, since nations often developed designs based on developments in technology or economy that were anticipated to occur by the time the ship was laid down.
