Started a 1920 game with France, large fleet, no Versailles treaty, but a random treaty in effect. Everything else was on default settings. Now, I'm amused to see that several nations (namely, France and Japan) have BBs built in 1900 or 1901 (which are also older than most of the surviving Bs and CAs).
:EDIT: Yes, these are actually "real" dreads, complete with Directors and the classic non-superfiring layout.

Well, the Dreadnought was 1905-6, but the Lord Nelson & Agamemnon were completed in 1908. The completion of the Dreadnought didn't stop other countries' pre-dreadnoughts from being completed afterwards. Given that the most revolutionary feature of the Dreadnought was probably the use of turbines, it took a while for other countries to catch up (USS Oaklahoma had triple expansion in 1920), and the Imperial Russian Navy fought the Goeben with pre-dreadnoughts (successfully), it's not surprising that other countries were still commissioning 12" predreadnoughts.

That is certainly an odd one, although as it's a 1920s start all it means is that these ships are older than they should be Edit: Be interesting to see if they have any other technology that they shouldn't...TPS, maybe?

I don't know for the ones I posted above, as I overwrote the savegame slot afterwards (I found it more interesting to play the Soviet Union instead of France), but I re-tried several times, and here we have one US dreanought built in 1901.
And the design file reveals: Yes, it has TPS 1, director and yes, that's a superfiring X turret.

Not exactly a BB, but I started as Russia in 1900 (version 1.11). The existing fleet included a 6" light cruiser with 2x6" A and Y turrets. Something that I couldn't build for about 30 game years.
