This is another newbie question. I did look this up in the manual and I know most of the info, but one number category is eluding me. In the example I've attached, I know that, for instance, for the Caribbean the 2,100 represents the tonnage I have in excess to what's needed to maintain my presence, and the last number of the two in the parentheses, "65", is my base capacity in the area. What does the first number in the parentheses, in this case for the Caribbean is "9", signify?

Thanks Fredrik! I have to say that I've been playing my first campaign and I'm pleased at how well, between the tool tips and the other aids, I'm able to understand what's going on.
