I want to make a copy of a save game so I can experiment around as I am in a happy place in my campaign that can support it. I also don't want to ruin my campaign though and want to come back to it after the experiments are done with. How can I copy this game to another slot that will preserve it, or on the other hand, how can i copy the game to another slot to experiment with it?

Game saves are linked to slot and it would be difficult to do it but not impossible. However I suggest do it in different way. You can copy whole slot somewhere else or let it have in same directory with a little different name of this folder. I do it regularly if I want to see somebody else save. Than you need to rename only directories and name to slot number the one you want to see in game.

You can use 7-zip to pack up the savegame folder (game1, game2, ... etc.) - results in .7z-files with sizes of 100-400KB. O.c. you can then delete the current gameX folder and replace it with an archived one at any time (but shut down RtW2 first!). You can download the software for free (it's opensource freeware!) at www.7-zip.orgPls. don't go anywhere else than to the original creator, unless you like outdated or/and malware-ridden software versions ...

Wow sweet so you are saying that I can copy that slot elsewhere into some "original" folder, experiment, copy the original back, and continue at will?

Okay a problem I have encountered is when I moved a save game to another slot for some reason none of my ship designs are transferred with it even though they are in the same folder

You can make back up. The files are named based on slot. Just make back up somewhere and use original slot.

You cannot move it to another slot. You can make back up. The files are named based on slot If you're willing to go to the effort of changing the file extensions, you can move the save from one slot to another and have everything work. It's just a lot of effort for not much benefit.
