I have unlocked the tech for secondary battery directors on CL, but still dont have the tech for secondary directors on other ships. Also, can't put main battery directors on CLs. I believe either the previous tech should be unskippable, or this one should also unlock the tech for secondary director on other ships and main director for CL. Also, there's a typo there ("secondar" director).

I have taken a look inside the save file. For fire control the research level and actual number of techs didn't match, while it seems to match for other areas I have looked at. Not sure if important, as I'm not sure what the research level denotes.

I know, I have counted to make sure, it didn't add up. The tech level was one higher than number of techs. Tech level was 21 and the techs unlocked were 0 to 20, but with one of them skipped/missing. So it was 20 and not 21. Not sure though if that's what this number is supposed to be. When counting other category tech level 17 meant there were 17 techs unlocked.

I think that tech level is the highest level tech you have so it can be right.
I think that tech level is probably used to compare tech level of nations.

As I said I don't know what it depicts. So it is possible that's not the issue. The fact that one can develop secondary battery director on cl before main battery director on CL is not hwo it is supposed to be. It should be treated similar to Advanced torpedo bomber tech, which also unlocks the basic one, or the 4 centerline turrets tech, which also allows for 3. Otherwise the research seems stuck and secondary director on CL still cannot be installed if you lack the previous tech.
