Why are my battleships being spawned in the middle of enemy destroyers at point blank torpedo range. Granted, I can appreciate if this is at night, but this is 2 hours and 30 minutes before sunset at the start of the battle with some 30,000m sighting distance. And in perfectly sunny weather too. It's not even a contest, my brand new battleships are just immeadiately toast. And this isn't an "unexpected encounter either." This was a "Do you want to fight this battle? Yes or No?"

This was a known bug in 1.10-1.11, it was partially fixed in 1.12 but still occurs occasionally. For now I’d recommend saving every turn and just load of this happens(you can force close rtw and just load the save after you restart the game)

Why the shut down lock out? What does it achieve?

Why the shut down lock out? What does it achieve? The obvious example is to stop save scumming except it doesn't work. The only way I could salvage my battleships by forcing the game to close and reload because I saved the game at the start of the battle and left before it was obvious to me I spawned right in the middle of destroyers. In short, this is enforced ironman mode with no option to turn it off.

Since if you can exit game without saving, you can essentially constantly reload game to 1 min ago whenever your ship suffers a hit you do not like.(You can still kinda save scum but the hourly autosave in battle tend to mess with it) Ofcourse the counter argument is always that "it is a single player game", but people tend to fall onto this more often than one would think, and I personally don't mind things the way it is. (Since I can still load the whole game the turn before in case anything is legitimately broken)

Yep save every turn.
Take your favourite BB blowing up due to an unlucky hit like a man - but dying to torp hits due to both fleets spawning next to each other is a force close and reload.

We are looking at this issue very hard, and will keep working to squish it. It should be improved again in the upcoming 1.13, and even then we will keep working on it until its g.o.n.e.

I do have more to add to this that I just recently encountered. While this one made sense with a night engagement, the controls were locked out despite immeaditely sighting the enemy for a short time. No torpedo hits but I still took engine hits that slowed down my CA from other enemy CAs.

The DDs were cleverly disguised by your enemy and in a brilliant and courageous maneuver, were able to cunningly get their destroyers to torpedo range. In twenty years movies will be made about it. In fifty or sixty years, bad movies will be made and about twenty years after that the conspiracy theories will begin when it is discovered that the Captain of one of the Battleships had been sleeping with the wife of the CNO.

No, I bet the enemy was the US and the flotilla lead DD was named "USS Philadelphia".
