It appears that the AI does not launch inner and intermediate patrols screens as they were called, besides CAP and scouting patrols. These inner and intermediate would be conducted at low altitude generally by fighters but dive bombers have been used, like at Coral Sea. There responsibility is low flying torpedo bombers and later, submarines. Generally you launch about four and they fly at very low altitude around 500 feet at a range of 10 NM. Outer screens or intermediate were conducted at about 12 to 25 miles. The inner screen's primary responsibility was AAW or anti-aircraft warfare.
Some more ideas to consider and for the forum members to consider:
1. When carriers have their intermediate patrols flying, cruisers and battleships should never send out their aircraft. They become a nuisance to the controllers on the carriers.
2. Inner patrols should never go beyond the outer screen about a one half mile. The fleet ships should be able to seen them. 3. There should not be too many never more than two radar in operation. The cluster of returns can confuse the issue for the radar operations and fighter directors.
4. Anti-torpedo patrols should be 1. Low and inside the formation and the other, 5000-6000 feet out of gun range 5-10 miles from the fleet center. The idea is to see the incoming torpedo bombers BEFORE they launch, not after. I would suggest that these patrols be implemented.

I don't think RTW2 considers altitude considerations for aircraft.
