I was involved in a losing war against Britain and was desperate to conclude a peace. Two times I selected the "Give them what they want" option (the bottom selection) but no luck. The third time I selected the middle option but still no luck. Eventually there was a revolution.
Is there some rhyme or reason to selecting peace terms? Wars can go on and on, despite the fact that I'm willing to deal (I know I'm not the head diplomat in the game so there are other opinions regarding the peace terms)

The chance for the war to end will generally increase the longer the war goes on, but occasionally it will only end when one side is exhausted. Even if you recommend suing for peace, there are other interests that might derail the peace talks. The two actual wars in the period both ended in revolution, and that is a distinct risk in the game too. I wanted to recreate a situation where some wars would not just be walks in the park, but could be both longer and have more serious consequences than the combatants had intended.
Edit. But losing a war through revolution is not the end of the world in the game. It will sometimes create new challenges, building up a fleet under restrictions for example.

Understood. I'm still having fun, despite the revolution. Creating a lot of subs, DD's and colonial ships.
Does it make any difference what you select on the peace feelers screen, is my question?

Yes it does. The most peace-leaning of your answers will give a greater chance of peace, often at a cost of some prestige. But the peace negotiations may still stall for various reasons, so basically it's a gamble, "Do I wager some prestige for a possible end to the war?".

Sorry to jump in, but in regards to revolution. Does it change the government type and head of state type?

Sorry to jump in, but in regards to revolution. Does it change the government type and head of state type? Sometimes. It depends on what you've got and some randomness, but you may end up with a General Secretary instead of the Czar or a Chancellor instead of the Kaiser.
