The bug persists through several versions now. It seems to be tied to carriers as allw as well before carriers appeared in my playthrough. What often happens is enemy force spawns on top of the carrier division or between the flag division and scout division (which is often about 5000yds from flagship). Time of day and weather seems to be irrelevant for this bug. (visibility 20 000, distance at spawn 5000, for example).

Here's an example. This particular battle is at twilight, but it happens regardless of conditions and the ship appear to be out of position on spawn. I feels like the position of scouting force and enemy force might be inverted, the screening element is also way too far away. The enemy will appear on turn 1, then almost immediately vanish because of twilight conditions.
(The BCs survived the brawl that ensued, but having an enemy spawn between your ship and your carrier is problematic.
