Im playing another round as Germany, its 1930 and I just got in a war with Great Britain. I was doing fine on my peace time budget, building ships etc. Spending about 25k on construction each month. I also have a few thousand going to maintenance for ships on foreign stations. However, my real issue is when I activate all my heavy ships that I had in reserve in my home waters, I suddenly lack 10k each month even with increased wartime funding? I just went through this and if I only activate my smaller ships I can at least get my DDs, CAs etc. and 6 capital ships active. That means I have to keep my 14 largest capital ships in reserve or mothball. I thought there was to be some sort of balance so that war funding enabled more active ships? Also, my docks cannot get past 91k size, the Kaiser demands larger battleships because he thinks they are cool, what do I do?

Normalizing upkeep costs to peacetime upkeep for active ships in home waters: Mothballed (MB): 0.2 at war or at peace Reserve Fleet (RF): 0.5 at war or at peace Active Fleet (AF), Foreign Stations (FS): 1 in home waters and 1.2 overseas during peacetime, 1.5 during wartime Trade Protection (TP), Raider (R): 1.5 during wartime
Activating a ship from the Reserve Fleet during wartime effectively triples its upkeep while activating it from Mothballs during wartime effectively increases its upkeep by a factor of 7.5. Your wartime budget is higher than your peacetime budget, usually by a bit more than enough to cover the increased wartime costs, but it is not so much higher that you can normally afford to reactivate large numbers of expensive ships from the Reserve Fleet or especially from Mothballs without straining the budget - especially if you were running at most a small surplus in peacetime while all those ships were inactive. If you want to keep large numbers of heavy ships at reduced levels of readiness in peacetime and then reactivate them for a war, you will most likely have to cut costs somewhere else - the construction budget, for example, which according to your post is more than twice the shortfall that you need to cover - in order to cover the significant increase in upkeep that results from reactivating large numbers of major warships in wartime, or maintain a reserve fund sufficient to allow you to operate at a deficit for some reasonable period of time.

Thanks, this cleared up the figures for me, now I can plan better. Usually it has worked out quite well when activating in the past, thats why I was so surprised. My solution was simply to scrap any capital ship with less than ideal speed or guns.
