Keep finding when I get this scenario I usually end up with at least one battleship division involved (which usually consists of a single B/BB and maybe two destroyers) - in the worse case this has being under AI control (and thus un-controllable when outside command range of my flagship) which has lead to me loosing BBs to enemy light forces in engagements I have no control over.
Is this WAI? I mean I realise the game deliberately pitches us into difficult situations but:
1. Almost all naval doctrines of the time would not have allowed BBs to be used in such a manner.
2. Surely operations like this are what CA/CLs or even BCs are designed for?

I believe the uncontrollable traffic you see on these (and other) missions simulates ships on other tasks at the time that an engagement takes place - basically, the Bs just "happen to be there" at the time, maybe because they're patrolling or training in the area at the time.
The way I deal with it is by playing on "Rear Admiral" mode - that way, any friendly forces that come into view of my force, I can take command of. Otherwise, things happen in war - after all, light forces ambushing a battleship isn't unprecedented (e.g. Szent Istvan). I only rarely run into it though. I think it's a bigger problem if you're playing nations that have only narrow waters to operate in.

I see where you are coming from but this wasn't an abstracted 'off map' event with a believable explanation it literally was one of my precious dreadnoughts puttering around a few miles outside an enemy port with a single destroyer in tow getting involved in a nightfight with enemy light forces and getting torpedoed.
If I had authorised such a deployment as an admiral I would expect to be sacked!

There are two things here.
The basic force for a coastal attack scenario is randomized but will most usually consist of cruiser type ships, CL, CA or sometimes BC. Occasionally, a battle squadron can be involved.
In addition, there might be a supporting force, not under player control. This can be of the same ships as the main force, or stronger.
If you are looking for historical examples, the second battle of Helgoland Bight had supporting battleships, the first might well have had. Most German raids on the east coast of England in WW1 had battleships in support.
Admittedly, the AI controlled support force may sometimes get itself into trouble. See it as it's commanded by that idiot Admiral that you hated already at the naval academy but can't get rid of because he has friends in high places.
