What determines the ability of one nation to set a blockade and another to break it?: In my current case France has established a blockade on my Germany and it remains in effect despite seeming equivalence of force and a major victory.

See manual pge 14: "To blockade a nation, you must have 110% of the enemy’s naval strength in the build area of the enemy nation. Naval strength for this purpose is computed as a sum of all ships in the area, weighted by type."
There is another thread were I asked for strategies to cope with a blockade recently. A large number of subs and/ or raiders might help and was recommended. Or a successful decisive battle which however seems to be a random event when you are blockeded. Apart from that: When playing Germany it's always helpful to avoid dangerous tensions with France or Britain. Wars against overseas opponents seem to be much easier to handle from my point of view.

Thanks - so much killing of French cruisers is needed! I wondered about the precise wording but it know explains why my raiders have been sinking French ships with no response - every French warship is in home waters.

Allies fleets are counted too. If you get into a war with two enemies, breaking the blockade may be very hard.
OTOH if you have an ally, they will help with blockading the enemy.

On the same topic, blockade does not seem to be working consistently; I have over 2x the force of GB in Northern Europe, but I am not getting points for blockade, and there is no indication that the blockade is in effect. Is there anything else that affects whether a blockade can be in effect?
USA ships: 2 BB, 1 BC, 1 CA, 3 CL, 6 DD (54) Great Britain ships: 1 BB, 3 CL, 2 DD, 2 MS (23)
Edit: and yet this turn Britain blockades me with a far lower force discrepancy
USA ships: 1 B, 2 CL, 18 DD (17) Great Britain ships: 1 BB, 2 CL, 3 DD (21)
Update: I expected to see a pop-up message when blockading an enemy, like the game does when an enemy blockades you. The game indicates when you are blockading someone else through the end of turn messages.

I believe that blockades are based on tonnage, not the number or strength of ships.

I believe that blockades are based on tonnage, not the number or strength of ships. From the 1.0 manual "If you hover the mouse pointer over an area on the strategic map, you will see a summary of naval forces in the hint box. After the list of ship types for each nation is the total strength value in the area in parentheses. These are the values used to determine if a blockade exists." It's not the tonnage directly that effects a blockade then, but obviously bigger ships effect bigger strength values.
