Hi folks,
On my map I see alot of grey areas / territories. I am playing USA and am fighting with France. I would love a Mediterranean base. How can I take over Rhodes or some random grey guy?
Is this possible? Help?

Chances to take over neutral holdings show up as random events.

Yeah, since your role is head of the navy, you can't decide that, only influence outcome of random events when they happen.
If you want bases in a particular area, your best bet is to provoke a war with one of the powers in that area, then win and force them to give you possessions.

What are some examples of events that lead to taking over a neutral area? I may have seen one and responded wrong ...
