I built a "CL" like Helena , but I want it do CLs work instead of CAs

The big historical "light cruisers" like USS Helena were meant to fill pretty much exactly the same role as heavy cruisers.

If its belt armor is 2.5" to 1" the game will have it behave as a CL. 3"+ converts the in game ship type to CA.
Currently there is no manual way, that I know of, to force a ship to behave as a CL even if it has the heavier 3"+ armor.

Just scrap all your CLs or set them all to raider, the CAs will get more cruiser actions, although so will your destroyers.

A recent patch already made CL(and maybe CA) with DP main-armament more likely to show up as escorts. As for the times where they show up outside of that context, lets not forget its rather common for the Atalanta class to get themselves involved precisely in those scenarios.
