I must admit to being bewildered at the turret options and understanding which I can and can't build and which ones are best to use. Is there any description out there that I can read?

Actually you get in game information on that via research. Initially you can generally only build 2 turrets of heavy weapons ( the classic pre-dreadnought or old type armoured cruiser). You have to research other layouts. You also need to research triple or quadruple turrets before you can use them. Eventually you will research 3 centreline turrets and later wing turrets ( like Dreadnought or the German Nassau class) . Later you will develop superimposed turrets.
Look at what you have researched before you design ships.
Otherwise, the 1.1 manual which you can download includes an appendix which clarifies what makes light cruiser a cruiser or a destroyer a destroyer in game terms.

Yup, it gets a little tricky because the research is semi-randomized, so the best options depend on what's available at a given moment in your game. In general, centerline is more efficient than wing turrets; superfiring is better than all other configurations. Wing turrets are restricted to 2 guns per turret. Cross-deck capability is one way to get around early limits on centerline turrets, but only works with turrets F+K or G+L, from what I remember. In general, A-B-X-Y with the most number of guns per turret your research allows is considered the most efficient layout, though it does have its downsides (more risk that you'll lose a lot of your firepower if one turret jams or gets hit, and I believe there's an ROF penalty sometimes).
In general though, the tendency is that as your research takes away limits on turret numbers and types, you move away from wing turrets to centerline, and from midships to end-on firepower. One way to think about turret layouts is that every position except A+B+X+Y is there for the guns that you can't put on A+B+X+Y for one reason or another. If you need more guns and can add more centerline turrets, put them on the centerline, preferably starting with Q turret. If you can't put more centerline turrets, your first choice is a cross-deck capable pair of wing turrets.
Secondaries are pretty simple - in general, turrets are better than casemates. I usually even accept a 20% ROF penalty on secondaries in return for better protection and no penalties from bad weather. Larger secondaries (8-9in+) have fewer penalties for turrets early on. If you're using a secondary battery heavier than 6-7 in, you'll want to add a tertiary battery of 6in or less for protection against destroyers.

However if you select one and open the right clck menu (the same on where you select low/medium/high priority) you'll see a "Details" option. Clicking that will show all the tech in that category that you've researched and what their effect is. Here is an example:

These are good tips but anyways I think is it a must have feature to show only the turrets that you have reserached or that are allowed for the ship type that you are designing. Otherwise is time consuming and confusing for the user.
