So I started a new Soviet game, historical budgets, medium fleet size, full historical treaty. I'm now a few months in, and both Japan and Great Britain are building 38kton BBs, even though the treaty is still showing as running, and no wars have started. As an added bonus, Japan has a pair of 1900 build date, 10x12" DNs in service.

The 1920 Treaty starts have always allowed super-Treatymax ships in the legacy construction program, presumably as a nod towards the exceptions in the historical Washington Naval Treaty for the Colorados, the Nelsons, and Mutsu.

Ah, good to know. I don't think I have ever started with one of the big powers in 1920, so I never noticed. Thanks.
