Facing a Cruiser Action against Russia. Playing as Germany.
I'm having Merchant Divisions spawning right next to Russian ports. I'm struggling for every VP I can get as France and Britain have declared war against me.
Also had a Fleet battle where all I got was 2 light cruisers against Russian and British combined fleet.
I lured their fleet into range of my Torpedo bombers, they were in range on the coastal batteries that were firing at said fleet.
Perfect weather, no enemy air strikes against my airfields yet not one squadron launched to attack them even after my scouts were lighting them up for hours in game.
Not a knock at the game as I really enjoy it. But just don't understand what sort of rules are in play for these positions I am put in.

Maybe it is because I've just updated to 1.16c, started this game under 1.14. Do you suggest I start again?

I can't explain the conduct of your air force. Were the hoped-for strikes coming on day 2 of the engagement? I've noted I sometimes see difficulty in day-two strikes getting launched, though I haven't pinned it down precisely.
It is also the extremely rare event that would cause you to have to start a new game with a new version, so that is not likely an issue. Some of the testers have games that have been their test-beds for many versions (it is handy to have a game at exactly the technology stage you need to check something, and as well a game where you are already at war, for instance).
As far as the merchant divisions spawning right next to enemy ports, that is something that should likely be reported in the bug thread, with as much details as you can recall.
