Currently we can right-click on an existing ship and choose "Open Design" or when a ship finishes its design phase, it asks us if we would like to rework the design. Both of these do the same thing, by allowing changes without requiring a complete design from scratch. However, if you want to rework the design after closing the design window, you're out of luck, because there's no way to do it without a ship in service.
This suggestion is to add "Open Design" to the menu that appears when right-clicking on a design from within the Build Ship menu.

In case we are thinking about the same exact issue, you can still reopen design files of ships that were scrapped, under development or never stepped out of design phase as long as the file was saved at one point; using the design window's "open file" button. Of course, one has to remember the ship class' name.

In case we are thinking about the same exact issue, you can still reopen design files of ships that were scrapped, under development or never stepped out of design phase as long as the file was saved at one point; using the design window's "open file" button. Of course, one has to remember the ship class' name. This does not provide the rework of an existing design discount. You have to pay 100% of the costs and time when you do that.

Ugh... You're still completely missing the point. Yes, you can open a design that way, but it will be designed without the "Developed from class" discount. That's what I was talking about when I said "rework the design" earlier.

You will then get the discount, Yeah- build the ship, open the design from build queue, get the discount, then scrap the ship being built for $0. You have to rename the new class, though. Having the 'open design' thing in the ship designer provide the discount would be good, too.

If a design finishes and the dialog box pops up asking if you want to go to the build screen, rework the design, or not now, and you close it, there's no way to get back there atm. Likewise, if you choose rework the design but then you close it, you can't get back to it. What whyme943 suggested probably is a workaround (I haven't tried it yet myself) but my suggestion is to have it on the menu when you right-click on a ship in the Build window.

The only problem with this is you can have saved plans for designs that didn't actually go through the design phase in the game (Example: this will take 4 months and 4000 money). If it applied a discount to anything you loaded in the design screen, then it'd be easy to cheat. Even adding a line to the design that tells the game if it's been designed or not wouldn't work if you decide to reload to an earlier save, or you decide to use the design in another game.

RTW2 tracks this as you cannot build ship which do not go through full design phase.
