The Royal Navy's 1902 fleet exercise raised some concerns regarding the rather optimistic targeting priorities chosen by the battle line's secondary gun crews: Rather than firing on the same target, the secondary batteries seem to prefer to aim for the furthest available targets, while the main guns handle the closer enemies. I'm not sure if this is a bug or a feature, but the result of these secondaries firing at these extreme ranges instead of eating the multiple battery firing penalty (at least this early in the game) is that they hardly ever hit anything. As you can see, there are plenty of ships within main and secondary ranges in these instances, so it would have been possible for each friendly ship to fire both its main and secondary batteries at the same enemy without leaving any enemy un-targeted.
