More in-depth treaty system?

I was wondering what people's thoughts were on a more in depth treaty system and if there were any plans to introduce it to the game.
Some ideas:
Having different limits on different classes of ships within the same treaty (i.e. 14" 35k BB and 8" 10k CA).
Having caps on the total tonnage for a class of ships. This resulted in interesting things like the York class CAs and USS Wasp in the real world. I think this could add some fun extra challenges to ship design.
Limiting the replacement of existing ships until they reach a certain age. For example, Germany was only allowed to replace it's old pre-dreadnoughts with the panzershiffe once they were 20 years old.
