Playing Japan, 1920 start, Extremely Large Fleet, Varied Technologies, Versailles Treaty, Historical Washington Treaty. Save game either created in 1.16c or 1.17, can't remember.
When I hit 'End Turn,' sometimes a battle prompt window pops up. When I accept the battle, the battle window pops up, but various turn end messages also appear, like submarines/merchant sinkings, ships being completed/finishing working up, new aircraft being developed, etc. When the battle ends, after I close the battle window, another set of different turn end messages shows up. Again, submarines/merchant sinkings, aircraft prototypes, etc.
EDIT: It appears that this happens with Convoy Defence and Coastal Defence missions. It didn't seem to happen with a Carrier Battle.

I've encountered this now as well, new issue with 1.17 release.

Ditto. Happens to me too. Amusingly, I was playing Italy and when I accepted a cruiser battle, Austria sued for peace. I enforced demands and they accepted. Peace! Then I played out the battle. Post battle, the peace treaty was still in place.

I'm fairly sure--based on it happening to me twice in conjunction--that this has something to do with the "enemy unable to challenge our forces in this area" popup.

As has been mentioned, I also experienced a peace treaty pop-up at the start of the battle. 1.17, playing as Austria, mission was coastal defense. IIRC the AI opponent (France) turned down one or two engagements before accepting the one that triggered the battle. Right as the battle started, France sued for peace, I pushed for harder terms, but the peace treaty was still signed and the war ended. The battle still had to be fought, however.

We are trying to track this down, but it is elusive. Any more observations about what could trigger this would be appreciated.

I've had this happen on some coastal raids, some medium cruiser battles and a fleet battle in my latest challenge run.

My experience of this bug is that it always seems to start with some type of peace proposal. Can anyone corroborate this, or is that my limited sample (3) bias?

Me too, it started after a peace proposal. I declined but peace was concluded anyway. The battle was fought after, technically in peacetime.

The bug started on my first battle and happened multiple times until my first peace proposal ended in the war being over. I'll keep posting if more of this keeps happening. Also it should be noted this doesn't happen every battle.
