Currently playing my first game in 1.17, and for the first time - to my pleasant surprise - received the 'total war' popup after I had dealt the Russian fleet a serious but not crippling defeat in a fleet battle. Three months later, with nothing major having happened in the interrim, they sued for a compromise peace; when I rejected their overtures, they rejected my rejection and signed a peace deal anyway. So, what exactly is this 'total war' event supposed to do, and should this be considered a bug?

Had that message several times and commis as well as fascist DID conclude compromis peace treaties. For me, it looks like more as eye candy.

They might conclude a compromise peace, but the chance is much lower.
