Just saw this in 1.17, but I have seen it in 1.15 as well.
Playing on Captain's mode, I have seen ships under AI control reverting to "Independent" en mass when another ship enters port--not necessarily a ship their division was keyed to follow. In this battle, everyone was following (directly or indirectly) my main CA division, but when a DD that had lost contact at night went into port, every division switched to independent mode and started heading to port.

I've also attached the save. I don't think this happens every time, but often enough.
EDIT: I just saw a thread I'd missed before with the same issue, which says the problem's been resolved for the next release. Good to hear.
