This is a persisting issue since RtW I still. Raiders being interned or scuttled due to lack of fuel or damage in areas where I have bases. It is quite frustrating!!! Losing expensive (in both money and time to build) ships or just being removed from the war while there are bases close by where they can refuel/repair!!! I observed that damaged raiders do not repair although I have bases due to the fact it is not home area. If they need repair they will want to return to the base (home area) and of course get interned in the next round.

I don't believe that raiders are meant to be wholly immune to scuttling in areas where the player has bases. That said, whether it's a bug or an imperfectly balanced intended mechanic, I've found that raiders are scuttle-prone enough that I've pretty much stopped using them (OTOH, I often play nations that have an easy time mounting straight-up blockades).

If we are talking about realism, I agree raiders should not be 100% immune to scuttling or/and internment in areas where friendly bases exist, but it should be a lot harder/rarer this to occur. At the moment the game ignores the existence of bases and applies randomly the same chances to a raider is if it was in a wholly hostile area.
