Currently the first carrier to be built requires a battery of heavy guns, to reflect ideas of the time that a carrier be able to defend itself like a cruiser. However as soon as a ship is built this is no longer required. As a result I find myself building carriers with eight 8" guns in nearly unprotected mounts, then immeadiately refitting to remove the guns and increase plane capacity.
I think there should be a doctrine tech (or event?) that becomes possible after the first carrier is completed, but not straight away, to allow carriers without heavy guns. Before the tech all carriers require main guns.
