Sinking british ships when not at war with them

I'm USA at war with Russia and France. Why are my raiders sinking British ships, when I'm not at war with them? is this intentional or is it a bug? Also, British raiders are sinking my ships.

This is not WAD. Does this happen every turn? If so, could you post a save?

It happened 2 turns running as I recall, and then stopped happening. If it happens again I will post a save file.

I've had the same issue again. I'm China at war with Japan, and I'm sinking French ships plus France is sinking my ships. Game position in attachment.

This is 1.17 it seems. There is reason to beleive this is fixed in 1.18.
