In the example below, we are under treaty restrictions that limit nations to 12,000 tons. As you can see in the pop-up, when I tried to build a 14,000 ton ship, it says I can only build to 13,200 tons (I'm the CSA, I'm allow to cheat a bit). However, the Build Requirements window says "None". Shouldn't it say 12,000 or 13,200 tons? I'm playing the V1.1 beta 6, but I'm not sure it's a V1.1 problem, or even a problem at all, maybe just my interpretation is wrong.

"Build requirements" show conditions like that you should build 12 destroyers to keep the navy minister happy.
The treaty restrictions are shown in "Treaty time remaining". Hover the mouse over the number of months and you will see the exact treaty restrictions.

Requirements is something other than restrictions.
Requirements sometimes appear as messages where the President or whoever says that he thinks the fleet needs 3 more battleships, or 16 destroyers or, or. If you refuse, you lose prestige. If you accept, you get the number and type of ships you need to build shown under build requirements. Once you have started to build them (there is a time limit) you gain prestige and the requirement vanishes, showing a "none" again.

Thanks guys, I understand this now. It's my fourth game and I just had the event happen that requires me to build 12 destroyers. Holy smokes, where am I going to get the money?

Scrap or mothball old or inactive ships, halt construction temporarily on major projects, reduce funding on research or espionage, there are loads of ways of balancing the books. Once the requirement disappears from the window you can revise your priorities.

Or, you could build ships that meet the minimum requirements, (200t, 25kn and a torp tube, I think) with cramped accomodations, short range, and low freeboard. build 12 of them, and you're done.
I don't mind throwing away money like that for DDs, for BBs, that's another story, but at least the prime minister doesn't ask for 12 of those!
