I noticed everyone was building CVL's but me. I was still stuck on Large Seaplane Carrier level 2 tech. Had 'High' Research Dev as France since Shipboard Aircraft Operation became a tech on 12% budget. My Econ has been ranked behind USA and GB for a while now, so I've spent a lot budget wise on tech. And then in 1924, I developed Transverse Arrestor Wires which kicked my Research Budget Priority from High to Medium because it says I don't have an operational aircraft carrier. That seems pretty borked to me. Now I have to continue on with Medium Tech priority for Shipboard Aircraft Operation until I develop CVL Conversion. Bet by then everyone else will have CV's. Maybe I'm just whining like a baby and I need to deal with it, but this is the first time CVL tech has skipped on me like this. It's pretty penalizing also being kicked back in research priority. Is this the way the cookie crumbles? Attachment Deleted

Just checked the ResearchAreas2 table and it looks like it skipped all three of these:

Yeah, seems like the check for whether you have an operational carrier needs to check if you have any tech that would allow building a carrier before knocking your research rate down. (It would also be really, really, really nice to have a popup when the first carrier becomes operational to remind you that you might want to change your research priority back to high).
TBH, in your situation I'd take advantage of the fact that RTW has plain text saves and edit myself a carrier-building tech...

Tech skipping can get brutal at times, and as far as I can tell there's nothing you can do about it in-game. I'm currently in 1918 and have skipped half the AP projectile techs so far (which is starting to show in capital ship battles) and have been skipping AoN since 1911 despite having ship design on high and research budget at 12% the whole time.

Issue with this skipping is not usually problem with tech that are once per 2 year as you skip 2-3 tech max. and after about 5 years of dealy you can catch up tech. But real issue is with tech per 5 years, skipping just 2 tech means that research is stuck over decade and even more. And all this time your funds and research points are going be wasted on this area as you get ahead penalty which is almost 100 %. I think it would be good if some technology is skipped that each month there is very small chance that if you actual technology your are researching is more than x years ahead (suggestion 3 to 5), than you have chance that you actual tech researching is lowered. So there would be still some delay with research but not so great. Even if you are USA and get very unlucky about this, you cannot do nothing with it and are stuck with decade.
