I wanted to refresh my memory on the blockade mechanics.
1. In order to blockade someone, or to be blockaded, my understanding is there should be a 10% (or greater) strategic point difference between the two nations at war. Is that correct?
2. What is the effect of "BlockadeModifier" in the nation descriptions file (e.g. data/BNat1900.dat)? a) Increases/decreases severity of blockade, once blockaded.
b) Increases/decreases the superiority needed to blockade (i.e. modifies the 10% value). c) all of the above d) None; something else

(One last addition: 3. Is there any way to mod this gameplay mechanic? It's be a sore point for me for some time.)

I think "blockad modifier" is 1/10 of %. How much their points from ships are modified for blockade points.
1900 start: Germany - 9 UK - 12 French - 10 Russia - 8 Japan - 11 A-H - 9

I think "blockad modifier" is 1/10 of %. How much their points from ships are modified for blockade points. You'll have to give an example. I read that as the modifier is 0.1*Modifier %, which is too low to have any impact, so probably not what you meant

Also, is this modifier only applied to and from the home region of the country? I guess the modifier should represent geography (eg. Russia being bottled up in the Baltic), so this 8 modifier should only be applied in Northern Europe (if for example the Russians acquire a base on the NA East Coast, their modifier shouldn't be applied if they try to blôckade the US)

Several times I have been able to impose blockade with marginally inferior fleets in the North America East region and though I have played less as the USA on occasion have been blockaded by the perfidious limeys though the AI tends to have the attention span that would shame a gold fish and fails to maintain it, constantly moving back and forth to the Caribbean.
