I'm currently playing an Ottoman AAR on the discord, and during a war ordered battleships from Germany, my ally. This is about as close to a Yavûz Sultân Selîm situation as I can manage, but it got me thinking that it would be really cool, especially for less capable nations (Spain, AH, CSA?, Ottomans, Qing, etc.) to be offered an opportunity to purchase a partly completed battleship a la Agincourt. Enioch, over on the Discord, suggested the following script, and I also provided a variant.
Enioch's concept:
[AI NATION] finds itself in financial difficulties and cannot afford to pay for the completion of its [ship class][Ship Name], the construction of which has been frozen for several months in [BUILDING NATION] shipyards. The shipbuilders are looking for an alternative buyer.
o Offer a down-payment for the hulk! This is a good opportunity to study [BUILDING NATION] technology. [Boost to science for a one-off price]
o Offer to pay the full contract! This is a good opportunity to reinforce our battle-line! [Gives you a partially-built contract, a la legacy ship under construction]
o We have no need of foreign-built designs!
My version of the top text For political reasons [AI NATION] will no longer provide [ship class] [ship name] to [neutral country]. The shipbuilders are searching for an alternative buyer.

This sounds great, I also made the suggestion a while ago that the building nation should automatically have access to the design of a foreign ship built in their yards.

This sounds great, I also made the suggestion a while ago that the building nation should automatically have access to the design of a foreign ship built in their yards. Self evidently it should, and also know which foreign ships are being built there at any one time.
