I'm currently fighting a war as the CSA against the USA. I have several ships with Short Range, and as per the rule "Short range ships cannot move strategically during wartime" (page 6 of the V1.1 manual, top of right column) I expected that I can't move Short Range ships from one area to another. However, I can move them from The Caribbean to North America East Coast and vice versa. However, they can't go anywhere else. Is this because I have base capacity in those two areas? And so does that mean that Strategic Movement is movement into an area where I don't have any base capacity (and therefore prohibited to Short Range ships?). Or is there some other explanation?

You can move them between adjacent home areas. The manual should have been more specific.
