I have a question how is simulate rate of fire especially for light guns. Only once per minute / turn like with main guns?

No, it's a lot more complex than that! The results for gunnery are calculated once every minute, but the "true" rate of fire that it models is completely dynamic. So even if you see the results reported once a minute, the gun is firing as many times as it should be, calculated down to .01 minute. You can even look at all the things that factor into it (like weather, range, crew quality, etc.) You can click on the "details" button for a gun battery to see how ROF is calculated, like here:

Oh, and as far as light guns, it's basically the same, they'll just usually fire more often. Keep in mind that no gun in this period is capable of sustained fast fire - after the first few rounds, the ready ammunition will be gone and the crews get tired over time, too.
