Right now if any ship is damaged and have status several turns for repairs, it was in history right time to do some refit to save time.
However in RTW2 if you start refit with damaged ships than after refit ship has still in status same amount of turns (months) remaining to be repaired. It is quite unrealistic. Another thing is that if your are torpedoed, your ship needs several months usually up to 6 in yards to be repaired. However after battle it is seldom even 3 months. In history repairs were often longer.
Suggestions: 1. merge repairs and refit so that after ship is refitted it needs no repairs - some simple formula as max of both + half of the second could work. Monthly costs are than recalculated by original number of month for repairs times monthly costs + original costs for refit and than this sum divided by final number of months. May be some small discount doing refit and repairs together. 2. Make repairs after battle longer, in some cases even more than 6 months

The Japanese had a severe problem in that vain. They either built new ships or repaired damaged ones but many times they could not do both. The HMS Illustrious was supposed to provide air protection to the POW and Repulse but was damaged by German dive bombers and had to go to the US for repairs. The USS Nevada was torpedoed and bombed at Pearl Harbor. She was scheduled for refit at Puget Sound so that's where she went and returned at the end of 1942. Whether you refit or repair depends on how important that ship is to the war effort. This is why repair ships were built, to repair minor damage and return the ship to service quickly. Another issue is whether the shipyard or repair has the capability of doing the repairs. This means, does it have the slips capable of dry docking the ship to repair it. This was a problem for aircraft carriers and battleships, especially for the British.

I would like to throw out that certain refits should not require a formal removal from service for the current minimum of three months. Bolting on a couple AA guns should be able to be done during routine docktime, rather than needing a dedicated period. Especially on smaller fleet sizes it can be extremely difficult to send a ship into refit for months during a tight war.

You can't just "bolt on a couple of AA guns". First you have to produce enough of the weapons to do a job. The next issue is weight. The 20 mm Oerlikon, even in a single mount, weighed over 1156 to 1680 lbs. A twin gun mount weighed 1.228 tons. You have to ensure that the deck can handle that weight. If you are replacing a mount with a bigger gun, then you have to remove the other gun. You have to ensure that you equalize the weight on the ship sides and compensate for the change in weight distribution. And of course, you have to have the crane big enough to lift the new guns into place, and the ammunition storage near to the gun for use. In other words, a gun storage locker. Not simple I can assure you. But, it should not take three months, not for just re-arming.

It could be possible to enhance it a little as you say. But I would not go into details about priority, it would add too much micromanagement. But some very simple background system about resource and slips available could be nice. But question if other things is more important.
