I have never had this event. Quite interesting to see it. Is that have some effect on combat efficiency or it is just random event?

garrisonchisholm reported a noticeable reduction in the effectiveness of his gunfire in a recent battle. Following the battle he got a similar event in which his range finders were reported as defective due to a decision he had made. So it appears that some hidden defects are now being handled differently in the game. It also appears that the defects mentioned are real and will affect your ships. I think it's an interesting addition to the game.

I've had that too, except that it was discovered that the gun crews were using the shells incorrectly and that a new training manual was released to address those concerns. My concern is how exactly were they misusing them, loading the shells in backwards?

More simply, removing or failing to fit the caps for APC or APCBC type rounds.
Inserting the wrong fuse.
Using the wrong charges.

As Japan I had constant issues with my AP shells. My concern is how exactly were they misusing them, loading the shells in backwards? Perhaps they were attempting to load and fire them really really fast?

While I am not certain, I've noticed two things (caveat, this applies only to a single playthrough, so not a statistically significant amount of da): - Although apparently I had to write new manuals a good ~three times, I can't remember a single event where the shells were actually faulty due to some reason. Maybe there is such occurence in-game, maybe there isn't and it's the default "the problem got solved" for AP? - Roughly 4 times have I got this event (considering my memory, I might be slightly wrong on this), in all but one of them I went for the open and transparent treatment, once I went for the "stop complaining and fight" option. Unfortunately, I can't recall what happened then or if anything of significance happened in the first place, but whenever I did not gloss over the problem and opted to solve it in a straightforward manner, ho boy, did I get penalized in Prestige for it hard! Massively, and I mean massively; I do not have the exact number but I'm rather sure that I could've lost 80% of the fleet in a single engagement and walk away with ~2 prestige loss or something and still just laugh at what happened compared to when you just say "We might need to look into our AP shells due to the concerning reports."
