I saw this but interpreted it as when the Tech is set at below 100%. I am almost 1906 and have not had any gun size increase and all the other games had 14" by now. 12% and High for research.
Or are my researchers simply spending too much time in bars and brothels.

I started a 1920 game with 100% research rate and saw suspiciously little gun progress for the first 10 years also. Even now in 1945 I still lack 17, 19 and 20-inch guns. Only a few improvements in total so far.

I think 1.18 halted the rush to super-dreadnought sized calibres. I personally thought it was great and at last got a chance to have a go at an X4 style design The X4 design was a proposal for a fast battleship to follow Dreadnought and the Invincible class, combining the former's armour with the latter's speed and theoretically having a greater broadside than either by having two twin turrets fore and aft and two triple wing turrets with cross deck fire. The game requires the triples go in the A and Y positions but I still enjoyed being able to have a manageable take on the concept in my game. A lot of us really have wanted a slower growth gun calibres to fit a more historical pace for a while. I get that no everyone may enjoy it but I have to confess to being a fan.

It's probably far more accurate. If I had known the change, I might not have thought my game was borked. I looked and none of the other countries seem to be progressing much either. I finally got 14" guns in 1910. 15" in 1914.

I thought my observations were inconclusive, and was only pleased when i noted a more "realistic" evolution of Royal Navy usage of gun calibers.
The "less realistic" evolution present in the game was mentioned internally some time ago, but there was no conversation or discussion of it being addressed. Considering your observations here, I would say one way or another there has indeed been a change, I believe for the better (though I don't know if the Royal Navy could lay down the 'Old Rs' at the appropriate time under this altered gun advancement system).

Started a new game as the IJN with 1.18. It's 1913 and I'm in my 3rd war with Germany. - JP: 12(0), 11(0), 10(-1), 9(-1), 8(+1), 7(-1), 6(0), 5(0), 4(0), 3(0), 2(0)
- GE: 13(0), 12(1), 11(0) ... 7(-1), 6(0) ...
- GB: 15(0), 14(0), 13(-2), 12(0), ... 5(+1), ...
- FR: 14(0), 13(0), 12(0), ... 10(-1), ... 8(-1), 5(+1) ...
- RU: 13(0), 12(0), 11(-1), 10(0), 9(-1), 8(0) ... 5(1), ...
- US: 13(0), 12(0), ... 6(+1),5(+1), 4(+1),...
- IT: 14(0), 13(-1), 12(0), 11(-1), 10(-1), 9(-1), 8(0), 7(-1), ...
GB seems to lead the way (as they where historically), but the pace seems to be ok:
First ship with 15(0) guns is BB Exmouth sheduled to finish in 1916 - quite fitting, with 15-inch (38.1 cm) Mark I being (rushed) in(to) service on Queen Elizabeth, Royal Sovereign, Vanguard, Glorious, Repulse and Hood classes starting in ... 1915! Actually, I think GB in game had the guns for quite some while, but they where busy finishing older BBs so they didn't have the budget to build a 15in BB. Is there any way to see in the save file when they got 15in tech?

You cannot.
The only way is looking every month into save file or some guess when the first ship is designed.

The development of some calibres have been slightly braked in the early part of the game as there was feedback that heavy guns were available too early, but this should not affect things after 1920 at all.
