I got into a war against Germany and Italy and knocked Italy out first. Later, when Germany collapsed and I won, I noticed that Italy was scrapping a lot of AMCs and small KEs that they shouldn't have been able to build or keep around during peacetime. It looks like, when a country was in a war that's still happening, it still remembers itself as being "at war" even if it's not fighting anymore.
