Instead of having the Reliable Power Training and Elevation tech reduce the ROF penalties and then having the Improved Power Training and Elevation tech eliminate them, and thus making the first one pointless if the second one is researched early, I suggest making it so they both reduce the ROF penalties by 50%. Then regardless of which one you get, the penalty is reduced by 50%, and both are required to eliminate the penalties entirely.

two tech's reducing a penalty by 50% only reduces the penalty by 75% between the two of them Only if it's 50% of the current value of the penalty (multiplicative stacking) rather than 50% of the base value of the penalty (additive stacking). A lot of games use additive stacking rather than multiplicative stacking, probably because it's easier for most people to determine the magnitude of the net modifier if each of the individual modifiers are added together using the magnitudes presented in the description rather than having to work through the full multiplication.
As to the actual suggestion of this thread, unless the two elevation and training gear technologies are meant to represent solutions to different problems affecting the reliability of the elevation and training gear, I'd rather just have the later tech automatically grant the earlier one.

I thought of that and rejected it because I much prefer the idea of both techs having value.
