Note: this AAR does involve the CSA optional country. However it is been perhaps neutered of his most offensive bits (but still not perfect) and do not worry, I am quite awful and expect to get my rear end kicked.

Okay, wish me luck, I am going to try to do a AAR -- I am not as skilled as a writer in some of these parts, but decided after playing a ton of rounds as Italy and AH, I was going to play the badboy of Rule the Waves, namely the Confederate States.
Just some notes on this play-though on this alternate history.
-- The confederates won the battle of Gettysburg, which won the Confederate States something most dear, the recognition of Britain and France of the Confederate States, with some noted conditions
*Repayment of loans owned to NY and London banks
*Ending Slavery, which was a precondition of British, which was handled by a mass buyout. And by 1870 the last slave was freed. While some remained as sharecroppers, many left for other locations.
*These two large payments, nearly bankrupted the Confederacy, and funded the Union (USA) expansion westwards, and in 1880, the United States purchased the Philippines from Spain, who was in desperate need of cash.
*it was not till 1885 that the Confederacy was able to really rebuild their industrial economy, leaving the Confederacy well behind many naval powers. However the resourcefulness meant that both the confederate army and navy was soon rebuilt, and in 1898, there was the "Cuban War" also known as the "Spanish-Confederate war" where the confederacy captured Cuba and various other possessions from Spain, and breathed new life into the nation.

The Confederate States in 1900.
The Capital is Montgomery, Alabama (It was moved from Richmond in 1845.) And the Government is built somewhat on British lines, the lower house, the House of Representatives, is directly elected by the people every 4 years, and the speaker is the head of government. The Senate consists of 2 members from every state elected by the state houses, and serve 6 year terms. The President is somewhat a figurehead position, but has some moral authority, and serves a very long 10 year term.
The States are Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, New Mexico, North Carolina, South Carolina, Tennessee, Texas, and Virginia.
Arizona,Kentucky, Maryland and Missouri are in the united states, but the US provides a annual cash payment based on the tax revenue from those states. For many years this annuity was a major portion of the CSA budget due to the general issues of taxes, till the 1885 reforms. They are generally demilitarized and no heavy forts are allowed in the area.
There are three territories of the CSA, Indian lands (Oklahoma), Cuba, and Puerto Rico. They appoint one senator.

Structure and concepts of the CSN (Confederate State Navy)
Secretary of the Navy (Civilian) is the head of the Navy, however the the Admiral CSN operates the navy and reports to the Secretary.
The Navy is generally funded by the Navy Tax, which supplants the "Naval Militia" and state fleets that existed prior to 1885. each state sends the money to the Navy, and in addition, funding may come from the Congress. The Navy operates the ships, general fortifications, and the ground based bases.
Notable land facilities in 1900.
Naval Academy -- Located in Key West, the Confederate Naval Academy is the training ground for new naval officers.
Naval Design Office -- Located in Mobil, Alabama, this is the main shipbuilding center of the confederacy, which still struggles with proper production.
Gulf Fleet headquarters - Located in Pensacola Florida, the headquarters for the main fleet of the CSA. this is more of a political choice, as it is close to Montgomery. The actual fleet many times harbors in Tampa, Galveston, or Cuba.
East Coast Squadron - Generally located in Norfolk or Charleston, depending on the tension, this squadron protects the east coast from any threatened attacks from the US or other powers.
Submarine design -- Located in Wilmington,NC, the CSA is researching their long run Submarine concepts, as they have a long history of such craft.

Order of the Fleet.
The Fleet, being new, is focused on quality,and less so on numbers.
In 1900 the fleet makeup consists of
2x B of the Robert E. Lee Class. These are older designs and are effectively modified monitors. (12,000 tons)
2x B of the Stonewall Jackson Class, these are the newest battleships of the fleet (14,000 tons)
2x AC of the Mantissas Class, a older AC, they are kept, much like the Robert E. Lee, due to the lack of large designs (8,000 tons)
2x AC (1x building) of the Florida Class, a modern, super AC that is the pride of the CSN. Very expensive (13,500 tons)
3x CL of the Tallahassee Class designed in the mold of the CSS Alabama, these are designed to be long range commerce raiders (4,200 tons)
4x CL (1x building) of the Cape Fear Class these are the front line CLs of the CSN. (5,500 tons)
8x DD (4x building) of the Fort Sumter Class, fast (28 knot) DDs (500 tons)
(5x MS building) of the Augusta Class, a simple, effective MS (200 tons)

Guam..bay - 4 inch battery
Gulf Coast - 4, 6, 7 inch batteries
Guantanamo Bay - 4 inch Battery

To release the Tallahassee to raiding duties while AMCs build, and use the Florida class to best effect. otherwise hold the line and fortify the South east coast from USA (Union) attacks.
