It seems like if you have even a dozen cheap raider cruisers active (2100-2500 tons, reliable engines for 21kn) even something as relatively formidable as early game UK can capitulate for 20 point peace in couple of years. And more generally raiders seem to bring such resolution to wars much faster than blockade, even if blockade tends to generate more VP. Is this perhaps because reduction of enemy's national morale and supply situation from raiders is capped higher than that from blockade? Or am I just imagining things or making conclusions from a flawed sample?
In my opinion a well enforced blockade should always be at least as effective as the most impactful turn of raiding activity on the basis that if a nation actually starts suffering more from raiding (due to economic losses from the loss of shipping) it can always self-impose blockade like conditions. That is, blockade is ultimately the worst case scenario.
On the other hand I wish that blockade would not be such an on-off thing and the blockading nation should want to put some of it ships out as raiders for anti blockade runner duty. This would still cause some limited sinkings of merchantmen and tighten the noose around the blockaded country.
Or should raiding intentionally be more effective than blockading for gameplay reasons, chiefly by making it easier for continental European powers to defeat Britain?

This is topic which I have already started in this thread as it seems they are not any reasonable countermeasures against raiders right now. My guess is that they are several factors which make surface raiders more efficient compared to RTW1. 1. raiders sometimes thwarted on their mission but they are almost no interception so sinking of raiders is almost impossible 2. how works raider interception is quite unclear to players and not mentioned in manual Others reasons: 1. if you just spam raiders (no matter cruisers or AMCs), RTW2 has been designed by 1 battle per month so even if enemy sinks 1 raider each month (theoretically, practically it is close zero), your surface raiders fleet is increasing sinking even more merchants. 2. raiders are easy to produce, you can build really small ships and RTW2 does not provide a lot real difficulties raiders had and needs some supply system which was not so easy and are present in RT2
