Here is the setting. I started a new game as Japan in 1900. I let the game build my fleet and I got 400 and 500 ton destroyers. Nice. however, as you can see by my two design sheets, I can't build those same destroyers. Why? The game states that I can't build a destroyer of this kind in an error message, I have not posted the error message.

I can get this error on corvettes. It should apply on destroyers too. But overall game does expect destroyer has no underwater torpedo tubes.
Error: Torpedo mount 5: Submerged torpedo tubes can only be used on ships of 2500 tons displacement or more.

The configuration for the game design is 3 inch guns, the message only comes up with 4 inch guns.

I did some cost comparisons between a 1900 400 ton destroyer and a Corvette of the same time.
The corvette is 600 tons. I can't build anything of less tonnage in peacetime. The ship has 4 inch guns, and no torpedoes. They aren't allowed. The speed is restricted to 24 knots. All else is the same. Cost is 1891.
The 400 ton destroyer has 3 inch guns, same speed due to overweight, I and J torpedo mounts. All else is the same. Cost is 1338.
If I raise the tonnage to 500 tons on the destroyer, I can put 4 inch guns, the same torpedo mounts and now I gain one knot of speed, 25 knots. This makes a very nice trade protection ship. I can fire torpedoes, have sufficient speed to generally outrun anything it faces and it costs only 1637.

I have same report of game no matter if destroyer has 3" or 4" gun.

I have same report of game no matter if destroyer has 3" or 4" gun. Great. Here is my design for a trade protection destroyer circa Italy 1922. The same trade protection corvette cost 2092. Note the cost difference. I can now save almost 800 on each ship. I may start doing more of a cost analysis of the ships that I build to balance cost per performance to save money. It takes more time but I have the time. It will just slow down my game playing but it might improve it.

Here is an updated version of my trade protection destroyer. I reduced the torpedoes and added minesweeping gear. Cost increase is minimal but tolerable with the added capability for ASW. I gained the extra weight for the ASW gear by reducing the torpedo mounts to two instead of three.

Did you take into consideration cost of torpedo mounts.
If I do the same in 1948 I get minimal difference in costs.
1. design corvette - approve with enough free space for torpedo tubes 2. add torpedo tubes (triple) - costs 1944 3. check - offer to change to DD - costs 1968
There is difference, but not so high which can be thought about as difference by design between corvette and destroyer

I think the whole issue are the submerged torpedo mounts.

However, over time, technology improvements should start reducing the cost of warships but newer technology will counter balance that plus inflation. The cost of welding instead of riveting, the lower cost of steel due to stronger steel per cubic foot. There are a lot of improvements in the hull structure that make the ship stronger but cost more. Machinery costs changed and increased with the turbines being better, but more complex to build and maintain. Advances in armor and advances in guns including increase in caliber, length of the barrels, storage and loading increased the costs. It has to be costed on a cycle. Possibly noting the cost of new ships on a decade cycle might work.
